Position 1: Human Resource & Organizational Development Consultant

  • Type: Consultancy Assignment (Individual Consultant or Consulting Firm)
  • Expected Start Date: 16 November 2026
  • Duration: ~3 months (intermittent basis, completion by 15 February 2027)

Scope & Purpose

Conduct a comprehensive organizational and HR assessment to strengthen Hamro Palo’s structure, leadership continuity, decentralization, staff performance/retention systems, and HR policy compliance under Nepal’s labor laws.

Key Deliverables

  1. Inception report (methodology, timeline, work plan).
  2. Assessment report with prioritized recommendations.
  3. Recommended organizational structure, staffing plan, and delegation framework.
  4. Job descriptions / competency profiles for priority senior positions.
  5. Leadership-development and succession-planning framework.
  6. Revised performance-management tools and templates.
  7. Staff retention, well-being, and professional development plan.
  8. Revised priority HR policies and procedures.
  9. Orientation / capacity-building sessions for staff and management.
  10. Phased 12-month implementation plan & final consultancy report.

Eligibility & Qualifications

  • Master’s degree in HR Management, Organizational Development, Management, Business Administration, Law, Social Sciences, or related fields.
  • At least 7 years of relevant professional experience in HR or Organizational Development.
  • Demonstrated experience with non-profit / development / civil society organizations in Nepal.
  • In-depth knowledge of Nepal’s prevailing labor laws, Social Security Fund (SSF) requirements, and compliance.
  • Fluency in English and Nepali (written and spoken).

Position 2: Deputy Director

  • Type: Full-time Employment
  • Location: Kathmandu, with regular travel to project districts
  • Reports To: Executive Director
  • Expected Start Date: 16 November 2026

Role Overview

Senior leadership position responsible for supporting the Executive Director across programs, operations, fundraising, donor relations, administration, team leadership, and government partnerships. Designed for long-term organizational leadership continuity.

Key Responsibilities

  • Oversee day-to-day organizational management and cross-departmental coordination (Programs, Finance, Admin, MEL, Communications, District teams).
  • Provide strategic oversight to girl-centered, gender-transformative programming.
  • Lead proposal development, fundraising strategies, grant management, and donor engagement.
  • Oversee operational systems (HR, procurement, logistics, financial controls, risk management).
  • Maintain external relations with government agencies, development partners, and civil society.
  • Mentor senior managers and foster a collaborative, feminist leadership workplace culture.

Required Qualifications & Experience

  • Master’s degree in Management, Development Studies, Social Sciences, Gender Studies, Public Administration, or related fields.
  • At least 10 years of relevant professional experience, including minimum 3 years in a senior management or organizational leadership role.
  • Proven track record in fundraising, proposal writing, donor relations, and grant oversight in Nepal.
  • Sound knowledge of Nepal’s labor laws, compliance, financial management, and safeguarding.
  • Fluency in written and spoken English and Nepali.
  • Commitment: Clear intention to remain based in Nepal for at least the next 5 years.
