घटनास्थलमा रहेका प्रहरी सहायक निरीक्षक निराजन बस्नेतका अनुसार प्रहरीले उद्धारको काम जारी रहेको छ । अहिलेसम्म ५ वटा शव भेटिएको र उनीहरुको पहिचान हुन बाँकी रहेको उनले जानकारी दिए ।

 

मंगलबार बिहान सुर्केबाट काठमाडौंका लागि उडेको मनाङ एयरको जहाज लामजुरा पास नजिकै दुर्घटनाग्रस्त अवस्थामा भेटिएको हो । हेलिकप्टर दुर्घटनाका कारण खुलेको छैन ।

 छिल्लो समय नेपाली सञ्चारमाध्यममा मुर्रा भैँसीको विषयले स्थान पाउन थालेको छ । गत जेठको दोस्रो साता प्रधानमन्त्री पुष्पकमल दाहाल ‘प्रचण्ड’को औपचारिक भारत भ्रमणका अवसरमा भएका विभिन्न सम्झौताहरूका विषयसँगै भारतले नेपाललाई १५ मुर्रा राँगो उपलब्ध गराउने भन्ने विषयले महत्त्व पायो । यो विषय नेपालको सङ्घीय संसद्मासमेत चर्चा पायो ।

हाँसोमजाकको विषय पनि बन्यो तर कृषिप्रधान नेपालका लागि उन्नत जातको मुर्रा भैँसीको नश्ल सुधार अत्यावश्यक छ । देश–विदेश बुझेका कृषिका जानकारहरूका लागि यो महत्त्वको विषय हो । तत्कालीन प्रधानमन्त्री केपी शर्मा ओलीकै पालामा भारतसँग उक्त जातका भैँसी माग भएको थियो भने प्रधानमन्त्री दाहालको उक्त भ्रमणका अवसरमा उपलब्ध गराउने समझदारी भएको थियो ।

 

एक वर्षअघि भारतको राजस्थानमा भएको एक मेलामा एक हजार पाँच सय किलोग्राम, छ फिट उचाइ र १४ फिट लम्बाइ भएको भैँसीको मूल्य एक करोड भारु कायम गरिएको सन्दर्भ अहिले पनि भारतीय सञ्चारमाध्यमले उल्लेख गर्ने गरेका छन् । मुर्रा भैँसी वजनदार मात्र होइन, देख्दा पनि आकर्षक हुन्छन् । यिनले एकपटकमा कम्तीमा २५ लिटरसम्म दूध दिन सक्छन् । व्यावसायिक पशुपालनका लागि भारत र नेपालजस्ता मुलुकका लागि यो एक प्रकारको वरदान नै हो । केवल व्यावसायिक पशुपालनको सोच, उचित लगानी, वातावरण र किसानी मेहनत भने आवश्यक पर्छ ।

नुवाकोटको बेलकोटगढी नगरपालिका–११ तिगाउँस्थित कँडेल कृषि फार्म प्रालिमा प्रधानमन्त्री प्रचण्डको भारत भ्रमणअगावै विभिन्न माध्यमबाट मुर्रा जातका भैँसी उपलब्ध भइसकेको थियो । औपचारिक माध्यमबाट भारतदेखि मुर्रा भैँसी ल्याउन अनुमति र विविध प्रक्रिया पूरा गर्नुपर्छ ।

सो फार्मले भारतका सीतामढी, दिल्ली र हरियाणलगायतका स्थानबाट नेपालका सीमावर्ती भैरहवालगायतका क्षेत्रमा अनौपचारिक माध्यमबाट ल्याएर पालन गरिएका भैँसी नेपाली व्यवसायीबाट किनेर ल्याएको हो । हाल एक भैँसीले दैनिक २८ लिटरसम्म दूध दिन्छन् । ती भैँसीमा मुर्राको कति प्रतिशत नश्ल छन् भन्ने आधारमा वर्गीकरण हुने गर्छ ।

 

यसरी हटाउनुहोस् तपाईंको एन्ड्रोइड फोनमा 'मालवेयर' भाइरस छ ?

 मालवेयर र भाइरस धेरै नयाँ विषय होइनन् । तर पछिल्ला केही वर्षहरूमा कुनै पनि डिभाइस मालवेयर र भाइरस विहिन छैनन् र यसको आकम्रण दिन प्रदिन बढ्दै पनि गइरहेको छ । विशेषगरी एन्ड्रोइड फोन मालवेयरबाट धेरै संक्रमित हुने गरेको छ ।

एन्ड्रोइड फोनमा विभिन्न थर्ड पार्टी वेबसाइट, एप, फिशिङ इमेल तथा मेसेजहरूबाट मालवेयर इन्स्टल हुने गर्छन् । कहिलेकाही त आफू सावधान हुँदाहुँदै पनि फोन संक्रमित हु्नसक्छ ।

फोनमा मालवेयर भएको कसरी थाहा पाउने ? 

१. समय- समयमा एपहरू क्रयास हुनु 

फोनमा भएका बग अथवा अन्य विभिन्न कारणले कहिलेकाही एपहरू क्रयास हुनु अर्थात् प्रयोग गर्दागर्दै अड्किनु वा ओपन गरेपछि नचल्नु सामान्य कुरा हो । तर यदि तपाईँको डिभाइसमा यो समस्या बारम्बार आइरहेको छ भने तपाईँ सचेत हुनुपर्छ । विभिन्न मालवेयरको कारण डिभाइसमा एप नचल्ने, ह्याङ हुने तथा प्रयोग गर्दा गर्दै आफै बन्द हुने वा अड्किने समस्या आउछ । 

२. डेटाको खपत बढ्नु 

सामान्यतया हामीले मोबाइलमा डेटा प्रयोग गर्दा कति प्रयोग गर्यौ भन्ने कुराको ख्याल गरिरहेका हुदैनौं । तर यदि तपाईँको मोबाइले डेटाको खपत अस्वभाविक रुपमा गरिरहेको  छ । सामान्य समय भन्दा धेरै डेटा खपत भइरहेको छ भने तपाईँको डिभाइसमा मालवेयर छ भन्ने संकेत हो । 

३. अनावश्यक मेसेज 

यदि तपाईँ अनावश्यक रुपमा नचिनिने नम्बरबाट विभिन्न प्रकारका बुझ्न नसकिने मेसेज, कुनै 

लट्री भनेर आउने मेसेज, कुनै लिंक क्लिक गर्नका लागि आग्रह गरिएको मेसेज अथवा असामान्य प्रकृतीको मेसेज प्राप्त गरिरहनु भएको छ भने तपाईँको फोन मालवेयरबाट संक्रमित भएको छ । 

४. ब्याट्रीको खपत बढ्नु 

डिभाइसमा मालवेयर भएको पत्ता लगाउने सबैभन्दा सहज तरिका हो ब्याट्रीको खपत ख्याल गर्नु । मोबाइल अत्यावश्यक डिभाइस भएका कारण हामी बारम्बार चार्ज कम नहोस् भन्ने कुराको ख्याल गरिरहन्छौं । यसैले यदि तपाईँको मोबाइलको ब्याट्री खपत अनावश्यक रुपमा बढिरहेको छ भने  तपाईँको मोबाइलमा मालवेयर इन्स्टल भएको हुनसक्छ । अन्य विविध कारणले पनि ब्याट्रीको खपत बढ्नसक्छ । तर मोबाइलमा अन्य समस्या नभएको अवस्थामा पनि ब्याट्री चाँडो सकिने समस्या भइरहेको  छ भने यो मालवेयरको संकेत हो ।

 

वनएक्स बेट प्रकरणमा पक्राउ परेका कलाकार, युट्युबर तथा एजेन्टविरुद्ध अदालतमा मुद्दा दर्ता

अवैध अनलाइन सट्टेबाजी प्लेटफर्म वनएक्स बेटको प्रचार गरेको आरोपमा पक्राउ परेका कलाकार तथा युट्युबर विरुद्ध सोमबार जिल्ला अदालत काठमाडौंमा अभियोगपत्र दर्ता भएको छ । उनीहरुलाई प्रहरीले एक वर्षसम्म कैद र १० हजार रुपैयाँसम्म जरिवानाको माग सहित जिल्ला अदालतमा मुद्दा दायर गरेको हो ।

गत महिना वनएक्स बेटको एजेन्टका रूपमा सक्रिय भएको आरोपमा पक्राउ परेका दिनेश खड्का, अनिता धिताल लगायत १० जना युट्युबर तथा कलाकार विरुद्ध मुद्दा दर्ता भएको हो । जिल्ला सरकारी वकिल कार्यालयले एजेन्ट खड्का र धितालविरुद्ध ६४ करोड ९४ लाख २९ हजार रुपैयाँ विगो दाबी गरी अभियोग पत्र दायर गरेको छ ।

 

नेपाल राष्ट्र बैंक ऐन २०५८ को दफा ९५ अनुसार उनीहरुसँग विगो जफत गरेर ३ गुणासम्म जरिवाना वा ७ वर्षसम्म कैद वा दुवै सजाय हुन सक्नेछ । नेपालको मुलुकी अपराध संहिता २०७४ को धारा १२५ मा जुवा खेल्न वा सट्टाबाजी गर्नु नहुने व्यवस्था छ ।

पक्राउ पर्ने अन्यमा पूर्वनिर्वाचन आयुक्त सुधीरकुमार शाह, डिल्लीबजार मालपोत कार्यालयका तत्कालीन प्रमुख कलाधर देउजा, खरिदार गोपाल कार्की, कर्मचारी सुरेन्द्रमान कपाली, हुपेन्द्रमाणि केसी र धर्मप्रसाद गौतम छन् ।

 

उनीहरुमध्ये देउजा, कपाली र केसीले १९ साउन २०७९ मै पक्राउ नगर्न सर्वोच्च अदालतबाट ‘स्टेअर्डर (अन्तरिम आदेश)’ लिएको पाइएको छ । विशेष अदालतमा विचाराधीन मुद्दा टुंगो नलागेसम्म पक्राउ नगर्न भन्दै स्टेअर्डर (अन्तरिम आदेश) आएको पाइएपछि तीन जनालाई छाडिएको केन्द्रीय अनुसन्धान ब्यूरो (सीआईबी) का प्रवक्ता एसपी नवराज अधिकारी बताउँछन् ।

प्रहरीले ललितानिवास जग्गा प्रकरणमा सरकारी कागजात किर्ते गरेर जग्गा हडपेको अभियोगमा अनुसन्धान अघि बढाउने क्रममा उनीहरुलाई पक्राउ गरेको थियो । दुई वर्षअघि नै अख्तियार दुरुपयोग अनुसन्धान आयोगले यो प्रकरणमा १७५ जनाविरुद्ध भ्रष्टाचार मुद्दा दायर गरिसकेको छ । ठगीमा भने मुद्दा नचलाउने निर्णय भएको छ ।

पञ्चायतकालमा सरकारले मुआब्जा दिई अधिग्रहण गरेको ललितानिवासको जग्गा २०४६ सालको प्रजातन्त्र पुनर्स्थापनापछि जफत गरेको भन्ने अर्थ लगाएर व्यक्तिको नाममा दर्ता भएको देखिएको छ । तत्कालीन प्रधानमन्त्री कृष्णप्रसाद भट्टराई नेतृत्वको सरकारले पञ्चायतकालमा राजनीतिक आस्थाका कारण कुनै व्यक्तिको जग्गा जफत भएको भन्दै अनुसन्धान गरेर फिर्ता दिने निर्णय भएको थियो ।

यसअघि नै सीआईबीले २०४९ सालदेखि २०७० सालसम्म चारपटक किर्ते कागजातका आधारमा ललिता निवासको सरकारी जग्गा जग्गा व्यक्तिको नाममा दर्ता भएको निष्कर्ष निकालेको थियो । जग्गा अनियमितताका योजनाकार भनिएका शोभाकान्त ढकाल र रामकुमार सुवेदीसँग सीआईबीले बयान लिइसकेको छ ।

सीआईबीले २०४९, ०६२, ०६७ र ०६९ सालमा गरी चारपटक सरकारी जग्गा व्यक्तिका नाममा दर्ता भएको निष्कर्षसहित हरेक चरणमा कीर्ते कागजातका आधारमा जग्गा व्यक्तिको नाममा दर्ता गर्ने काम भएको निष्कर्ष निकालेको छ ।
